The aim of this book is to highlight the constitutional, legal and institutional structure of the Public Service and Service Commissions. The Public Service being a public body is governed by public law, the purport and intent of which is to provide for consistency and uniformity in its administration and observance of the principles of procedural fairness and impartiality on the part of those who manage it.
This book also identifies the potential for the abuse of power on the part of those exercising it and the legal remedy available to those affected by it.
Although Service Commissions and the Civil Service are suppose to be insulated from political influence or interference in the exercise of their powers and the performance of their functions politicians are, not frequently, predisposed to interfere with or influence public officers and Service Commissions in the performance of their function.
